Senior Associate

Lorraine is a Senior Associate within the Agriculture Planning Team. She specialises in providing advice on a wide variety of contentious and non-contentious planning matters including the drafting and negotiating section 106 Agreements; planning appeals; affordable housing; planning enforcement; highways; the interpretation of planning permissions; and general planning law.

  • Environmental Issues – Advised on Biodiversity Net Gain. Advised on the preparation and drafting of environmental planning policies.
  • Investigations & Prosecutions – Prosecuted a landowner in respect of failing to comply with a Breach of Condition Notice.
  • Public rights of way and access to land – Drafted deeds of dedication for public rights of way. Drafted bridleway and footpath agreements. Advised on public rights of way disputes.
  • Rural Planning & Development – Advised on Certificates of Lawful Use or Development and Permitted Development Rights in respect of rural development. Drafted S106 Agreements for various rural development including agricultural occupancy restrictions. Dealt with deed of discharge to release landowners from obligations on their land. Advised on Tree Preservation Orders and local nature reserves.
  • Planning disputes – Drafted and issued enforcement notices and breach of condition notices. Advices on planning enforcement disputes. Advised on breach of section 106 agreement. Advised on planning appeals, inquiries and judicial reviews. Advised on issue of blight, noise and compensation for public works.
  • Planning – S106 Agreements for retail units.
  • Residential Developers & Landowners – Planning due diligence for developers and land owns. S106 Agreements and Deeds of Variation. General advice.

  • Acted on several planning inquiries including an application called in by the Secretary of State for the proposed mixed-use development which included the extension and erection of new retail of up to 35,250sqm, restaurants, leisure facilities, a hotel, multi-story parking and up to 150 units. I also prepared the S106 Agreement for this development.
  • Successfully appealed an enforcement notice on behalf of a landowner and was awarded cost against the local authority.
