Senior Associate

Lorraine is a Senior Associate within the Agriculture Planning Team. She specialises in providing advice on a wide variety of contentious and non-contentious planning matters including the drafting and negotiating section 106 Agreements; planning appeals; affordable housing; planning enforcement; highways; the interpretation of planning permissions; and general planning law.

Lorraine brings many years of experience to Things from previous roles in both local government and private practice, providing advice to developers, housing associations, promoters, landowners and local authorities. Lorraine also has a MSc in Urban Planning.

  • Advising clients on the Biodiversity Net Gain regime and interpretation.

     

  • Drafting S106 Agreements for various development schemes including outline applications for up to 200 dwellings and rural developments which include agricultural occupancy restrictions.

     

  • Drafting deeds of dedication for public rights of way and advised on public rights of way disputes. She has also drafted bridleway and footpath agreements.

     

  • Advising on Certificates of Lawful Use or Development and Permitted Development Rights in respect of rural development and householder developments.

     

  • Dealing with deeds of discharge to release landowners from the planning obligations on their land.

     

  • Advising on several planning appeals, inquiries and judicial reviews including an application called in by the Secretary of State for the proposed mixed-use development which included the extension and erection of new retail of up to 35,250sqm, restaurants, leisure facilities, a hotel, multi-story parking and up to 150 units. Instructed and assisted Counsel. She also drafted and negotiated the S106 Agreement for the proposed development.

     

  • Successfully appealing an enforcement notice on behalf of a landowner and was awarded costs against the local authority.

     

  • Successfully prosecuting a landowner on behalf of a local authority in respect of the failure to comply with a Breach of Condition Notice.

     

  • Drafting highway agreements.

     

  • Advising on the breach of section 106 agreement and steps to be taken to remedy the breach.

     

  • Guiding clients through the issue of blight, noise and compensation for public works.

     

  • Drafting and advising on the preparation environmental and planning policies including the preparation of a local plan.
